403 forbidden when querying groups for a certain user

Hello!

I was implementing querying the groups API to get the list of groups a user is a member of. There happened to be a small bug that caused sending requests over and over again (an "if" condition bug while implementing grouping paging). Now that member is getting 403 Forbidden when loggin in using our app. All other users seem to be fine.
Is that because there were too many requests, and he's suspended? If yes -- can you unsuspend him please, as the bug is fixed.
Don't know if I should post the app's id and/or the user's account here -- tell me if I should.

The throttle limits reset at midnight GMT each day, so the user should be fine in about 9 hours. If you need it released before that, just provide your application name and I'll go release the throttle.

The application is called "SMI", application's Company is "Cyscom Limited", but it's not registered under my account, I'm just a developer. Do you need the login of the application's owner?
